Used by abilities that empower the next spell as part of a combo sequence or setup effect. The temporary nature means the bonus should be used immediately by casting a spell on the same turn. Other Temp stat variants (Temp Strength Up, Temp Speed Up, Temp Dexterity Up, Temp Damage Up) follow the same pattern for different stats.
