Pairs best with builds that can guarantee kills quickly and have evasion or dodge tools to avoid the damage that resets the buffs.

The face slot Obelisk Jewel contributes +2 DEX and +2 LCK per kill independently of the other pieces, meaning the full three-piece set nets +6 DEX and +6 LCK per kill. The face slot is typically where control effects go, so choosing the Jewel is a declaration that offense and evasion are your priorities over status applications or defensive procs.
