The exact stats are determined per instance rather than per run, so what you get is unpredictable. Best treated as a gamble — it can be a significant boost if the random stat favors your build, or a minor liability if it doesn't. Part of a three-piece Experimental armor set that occupies all three armor slots with the same chaotic effect.
