DoubleCastSpellIfManaCostUnderThreshold fires cheap spells twice — any ability at or below the mana cost threshold automatically casts a second time for free. Exceptional for builds with many low-cost abilities, effectively doubling their output. The lower the mana cost, the more spells qualify, making this scale strongly with low-cost spell loadouts.
