The trade is cheap — losing 1 HP to clear a debuff is almost always worth it, especially against enemies that stack multiple negative statuses. The catch is the randomness: if you're carrying multiple debuffs, you can't control which one gets removed. A last resort when Antidote isn't available.
The 1 HP cost is trivial — in essentially any situation, paying 1 HP to remove a debuff is a good deal. The limiting factor is the random selection when multiple debuffs are active: you might clear a minor Weakness while leaving a critical Stun or Poison active. Against enemies that apply only one debuff type, this randomness becomes irrelevant and Cat o' Nine Tails functions as a reliable single-debuff cleanse. Each use costs a use from a finite pool, so manage charges carefully across multi-round encounters.
Cat o' Nine Tails is best used reactively — whip it out the moment a crippling debuff lands rather than holding it for a perfect moment. If you're only carrying one or two debuffs, the random selection doesn't matter. Against heavy debuff-stacking enemies, use it repeatedly to roll for removal of the worst debuff on you. The Antidote clears everything at once and is strictly more reliable when available, but Cat o' Nine Tails is a functional backup — don't pass it up if debuff threats are likely.
