PassiveWhileShielded activates a passive effect only while the wearer has any shield remaining — incentivizing shield-heavy builds that can maintain their shield through most of a fight. The passive drops when the shield does, so high-shield builds get sustained value while tankier builds that lose shield quickly get less.
