Uncommon neck armor from the Chip set. Reduces ability costs at the expense of INT -1 and CHA -1. Part of the Chip set alongside the Cerebral Chip and Ocular Chip — all three share the same tradeoff of sacrificing INT and CHA to reduce how often you're limited by ability resource costs. Wearing multiple Chip pieces multiplies the cost reduction while deepening the stat penalties, so balance how many your build can tolerate.
ManaCostReduction lowers the resource cost of abilities, allowing more casts per turn or per fight within the same mana budget. The INT -1 penalty reduces intelligence-scaling ability damage, while CHA -1 reduces charisma-dependent social or support interactions. The neck slot is specifically competitive because many strong neck pieces provide either Shield or offensive stats, so running the Spinal Chip is a deliberate choice to prioritize sustained ability usage over raw stats.
Best on cats with high-frequency, low-INT-scaling abilities where the cost reduction has more impact than the lost stat points. Physical or STR-based builds often tolerate the INT and CHA penalties better than spellcasters.
